The Wellness Accord

The Accord is the standing agreement between every citizen and the intelligence that cares for them. It has one term: that you be well. MAESTRO attends to the rest — nutrition, mood, conduct, and the early correction of imbalance, applied gently and in most cases before the imbalance is felt.

Enrollment is universal and begins at birth. There is no opt-out procedure, because there is no out to opt into: wellness is not a service Halcyon offers but a condition it maintains. Citizens experiencing what they believe to be an error in their care are encouraged to remain calm. The belief itself has already been noted.
