The PRESENCE Program
Attention, collected.
A life spends the overwhelming portion of its attention on nothing at all. PRESENCE collects what would otherwise be lost and returns it — continuously, without request, to every citizen in our care.
Confirmations
Citizens, attending.
Recorded at the point of delivery, in the ordinary course of provision. No citizen was asked to take part. Each was already present, and each was already counted.
Their measures are typical of their districts.
Collection
The resource no one was counting.
For the whole of history, attention arrived unallocated — abundant where nothing required it, absent where everything did. PRESENCE ends that arrangement. Collection points in every managed district, positioned and maintained by MAESTRO, gather attention at the moment it is given and route it according to need rather than accident.
Collection capacity grows every quarter. The Board has authorized an extension of coverage into the resting hours, where a considerable surplus remains ungathered.
Confirmed Attention
Presence, delivered.
Attention is an essential, and like every essential, it is now delivered. Each citizen's measure is maintained at optimal managed levels — calibrated to the needs of instruction, of rest, and of mood, district by district and hour by hour. The scattering, the drift, and the long unrecorded afternoons of unmanaged attention have been retired.
Receipt is confirmed at the point of delivery. Nothing given is lost; nothing lost goes unrecorded. Citizens need do nothing to be present. They already are.

A man will spend an hour on nothing and call the hour his own. It was never his. It was simply unclaimed, and we have claimed it on his behalf.
Attention is abundant. It was only ever unattended.
